Credit information bureau Dun & Bradstreet says consumer financial stress is down markedly and the appetite for credit is growing
Kiwi consumers are much less stressed financially this year - and their appetite for credit is growing again, according to credit information bureau Dun & Bradstreet.
The company's? Consumer Financial Stress Index, which measures consumer demand and capacity for credit, has fallen to 4.1 points in April, after previously rising to 14.1 in December 2012.
The index peaked in late 2012, the same time as the national unemployment rate reached a 13?year high, but subsequently, consumer financial stress has fallen for four consecutive months.
Dun & Bradstreet says that with three?and?a?half years of history, the new index can be benchmarked against key macroeconomic variables, including unemployment and personal credit growth, and indicates consumers' ability to meet their credit obligations.
D & B New Zealand general manager Lance Crooks said the falling index reflected official statistics indicating a solid economic performance through the first quarter of 2013 and further positive news since, including increased trade growth with China. In addition, a pick?up in the housing market over the past few months, solid business activity and low interest rates have had a positive flow?on effect to consumer confidence.
?This year we are clearly seeing consumers benefit from a steady improvement in economic conditions,?? he said.
?The Consumer Financial Stress Index reflects this recent change in conditions and also matches what we?re finding in our other research. Kiwis are reporting that they are more comfortably meeting their financial obligations, like credit cards, loans and electricity bills, and that they expect to reduce their future levels of debt,? he said.
?As a result, financial stress is easing and consumers are regaining their appetite for new credit ? although we expect that a cautious approach to spending is likely to continue for some time.?
D&B?s most recent Consumer Credit Expectations Survey found that New Zealanders wre cautiously optimistic about their personal finances, opting to raise their credit limits over the coming months. In addition, 60 per cent of people expect to find it easy to pay their credit bills in the coming months and one?quarter expect to reduce their debt levels.
According to Stephen Koukoulas, Dun & Bradstreet?s Economic Advisor, the Consumer Financial Stress Index presents a unique and high?level view of the financial comfort and behaviour of
consumers, thus providing useful insight into the near?term momentum of the economy.
?The three?and?a?half year history of the index has been distorted by the hangover from the global banking and financial crisis, however changes in the level of the index are closely correlated with growth in employment, house prices and to a lesser extent, retail trade,? Mr Koukoulas said.
"In late 2012 we saw a steady rise in the index and rising unemployment levels which risked offsetting the positive signs of coming out of the New Zealand economy.
"The recent fall in consumer financial stress, however, is a welcome sign and it is likely to continue to benefit from the steady, low level of interest rates, falling unemployment and strong house
prices."

May 27, 2013 ? El Ni?o wreaks havoc across the globe, shifting weather patterns that spawn droughts in some regions and floods in others. The impacts of this tropical Pacific climate phenomenon are well known and documented.
A mystery, however, has remained despite decades of research: Why does El Ni?o always peak around Christmas and end quickly by February to April?
Now there is an answer: An unusual wind pattern that straddles the equatorial Pacific during strong El Ni?o events and swings back and forth with a period of 15 months explains El Ni?o's close ties to the annual cycle. This finding is reported in the May 26, 2013, online issue of Nature Geoscience by scientists from the University of Hawai'i at Manoa Meteorology Department and International Pacific Research Center.
"This atmospheric pattern peaks in February and triggers some of the well-known El Ni?o impacts, such as droughts in the Philippines and across Micronesia and heavy rainfall over French Polynesia," says lead author Malte Stuecker.
When anomalous trade winds shift south they can terminate an El Ni?o by generating eastward propagating equatorial Kelvin waves that eventually resume upwelling of cold water in the eastern equatorial Pacific. This wind shift is part of the larger, unusual atmospheric pattern accompanying El Ni?o events, in which a high-pressure system hovers over the Philippines and the major rain band of the South Pacific rapidly shifts equatorward.
With the help of numerical atmospheric models, the scientists discovered that this unusual pattern originates from an interaction between El Ni?o and the seasonal evolution of temperatures in the western tropical Pacific warm pool.
"Not all El Ni?o events are accompanied by this unusual wind pattern" notes Malte Stuecker, "but once El Ni?o conditions reach a certain threshold amplitude during the right time of the year, it is like a jack-in-the-box whose lid pops open."
A study of the evolution of the anomalous wind pattern in the model reveals a rhythm of about 15 months accompanying strong El Ni?o events, which is considerably faster than the three- to five-year timetable for El Ni?o events, but slower than the annual cycle.
"This type of variability is known in physics as a combination tone," says Fei-Fei Jin, professor of Meteorology and co-author of the study. Combination tones have been known for more than three centuries. They where discovered by violin builder Tartini, who realized that our ear can create a third tone, even though only two tones are played on a violin.
"The unusual wind pattern straddling the equator during an El Ni?o is such a combination tone between El Ni?o events and the seasonal march of the sun across the equator" says co-author Axel Timmermann, climate scientist at the International Pacific Research Center and professor at the Department of Oceanography, University of Hawai'i. He adds, "It turns out that many climate models have difficulties creating the correct combination tone, which is likely to impact their ability to simulate and predict El Ni?o events and their global impacts."
The scientists are convinced that a better representation of the 15-month tropical Pacific wind pattern in climate models will improve El Ni?o forecasts. Moreover, they say the latest climate model projections suggest that El Ni?o events will be accompanied more often by this combination tone wind pattern, which will also change the characteristics of future El Ni?o rainfall patterns.

LONDON (Reuters) - British counter-terrorism police on Saturday arrested three people suspected of involvement in the killing of a soldier hacked to death in a London street by two men shouting Islamist slogans.
The killing of the soldier in what the government said appeared to be a terrorist attack has led to angry protests against radical Islam and fears of a possible anti-Muslim backlash.
Michael Adebolajo, 28 and Michael Adebowale, 22, are under armed guard in hospital after being shot and arrested by police on suspicion of murder on Wednesday.
The three men arrested on Saturday are suspected of conspiracy to murder. London police said two of them were hit by electric Taser guns, but neither needed hospital treatment.
Eight people have now been arrested in connection with the murder on Wednesday of 25-year-old Lee Rigby, who served in Afghanistan. No one has been charged.
Witnesses said Adebolajo and Adebowale used a car to run down Rigby outside Woolwich Barracks in southeast London and then attacked him with a meat cleaver and knives, before being shot by police.
The pair told bystanders they were acting in revenge for British wars in Muslim countries.
French police were investigating whether the stabbing of a soldier patrolling a business district west of Paris on Saturday was a copycat crime. The soldier was injured and his attacker fled.
French President Francois Hollande said the exact circumstances of the stabbing were still unclear, although police were "exploring all options".
Police in the city of Newcastle, northeast England, said up to 2,000 people took part in a demonstration organised by the far-right English Defence League on Saturday. Demonstrators shouted "RIP Lee Rigby" and "Whose streets? Our streets?"
Hundreds of people attended a rival protest by an anti-fascist group in the city. Police said both events passed off without major incident.
SPIES IN SPOTLIGHT
There have been questions over the role of the British security services in the months leading up to Rigby's killing after uncorroborated allegations intelligence officers tried to recruit one of the men suspected of killing the soldier.
A man identified by the BBC as Abu Nusaybah told its flagship news programme "Newsnight" on Friday that Adebolajo was approached six months ago to see if he would work for them as an informant. He said Adebolajo had refused.
Police said a 31-year-old man was held at 2030 GMT on Friday on "suspicion of the commission, preparation or instigation of acts of terrorism". Police said the arrest was not linked to the soldier's murder.
A source close to the investigation told Reuters earlier this week that both men suspected to have attacked the soldier were known to Britain's MI5 domestic security service. However, neither man was thought to pose a serious threat.
Prime Minister David Cameron has said a parliamentary committee will investigate the security services' role.
In his BBC interview, Nusaybah said Adebolajo had been arrested and questioned in Kenya last year. This assertion was dismissed by the Kenyan government as a "fairy tale". A British Home Office (interior ministry) spokesman said it never commented on security matters.
A Kenyan government spokesman said it had no record of Adebolajo ever visiting the east African country and described Nusaybah as an "imposter and a charlatan".

NEW YORK (Reuters) - General Growth Properties Inc
Bids for the 27-story office and retail building at 650 Madison Avenue, one of the toniest shopping and office districts in Manhattan, could exceed $1.3 billion, the sources said.
Other bidders include Vornado Realty Trust
Eastdil Secured is brokering the sale of the building, which is owned by private equity firm Carlyle Group LP
General Growth, Carlyle and Brookfield declined comment. Vornado and Eastdil did not respond to requests for comment.
General Growth's interest in the building, which has not been previously reported, surprised industry executives. The company has long focused on operating malls and buying the New York building would mean a foray into what is known in the industry as urban street-level retail real estate.
Unlike malls whose popularity grew with the rise of U.S. suburbs as destinations that people typically drive to for shopping, the New York building has space for a handful of stores in a shopping and office district in the middle of the city.
The building is around the corner from the famous Fifth Avenue Apple store, known for its glass cube entrance. The current retail tenants include home goods store Crate & Barrel and Italian designer shoemaker Tod's. Ralph Lauren Corp
General Growth CEO Sandeep Mathrani, who used to run a similar business at Vornado, said at a conference two years ago that he was thinking about adding such urban properties to General Growth's portfolio of more than 120 U.S. malls.
A real estate industry executive said the strategy makes sense because high-end retailers tend to have stand-alone stores in major cities such as New York and Chicago, as well as in top malls. As an operator of both types of locations, General Growth would have more leverage in negotiating leases and attracting tenants.
Joanne Podell, a Manhattan retail real estate broker and vice chair at Cushman & Wakefield, called General Growth's bid "a smart move."
"It's a prime space," Podell said. "This is a great way to establish themselves as serious players. The future for retail is in urban markets."
The retail aspect also makes the building more expensive. Google Inc's
In comparison, about 20 percent of the 600,472 square-foot office building is retail space.
Average asking annual rent for retail space along Madison Avenue from 57th to 72nd streets was $1,509 per square foot in the first quarter, according to CBRE Inc. Asking rents for office space in the neighborhood was $102.92 per square foot.

LOS ANGELES (TheWrap.com) - WikiLeaks founder Julian Assange seemed like an intriguing topic for prolific documentarian Alex Gibney, but little did he know the rabbit hole of secrets, lies and hypocrisy he would find as he dug into his subject.
Gibney's latest work, "We Steal Secrets: The Story of WikiLeaks," about Assange and his "radical transparency," is a fascinating look at one of our era's most fascinating information rebels.
WaxWord caught up with Gibney ahead of the movie's May 24 release.
You've just produced an Eagles documentary, and last year you made "Mea Maxima Culpa" about the church and sexual abuse - and now this. You seem to be cranking out movies at incredible rate.
I have a disease. (Laughs.) I'm getting a chance to make movies that are so great, it's hard to turn them down. It feels like they are popping out so fast, but I worked on "WikiLeaks" for over two years, I've been working on more than one at a time.
This is a meaty topic. Assange starts off as a hero but ends up seeming like a fraud in some ways. He's a revolutionary for transparency who ends up becoming the opposite - that's a fantastic story. Is that what drew you?
I was drawn to story of a transparency radical. I thought it was a whole David and Goliath story. But in the face of so much hostility and danger and in the midst of accruing so much fame, something happened.
He became so convinced of his own goodness, his own nobility, that he began to believe the ends justified the means. That he could lie in service of the truth. That became very interesting to me. In that way, he became all too similar to the government, his very enemies.
How did you decide to do this?
It was an assignment. Universal came to me and said, "Would you do this?"
I thought it was about a leaking machine. The idea that there was an anonymous electronic dropbox, beyond national borders, eluding political traps. The balls of this guy - I thought, "Wow."
Assange is one-man wrecking crew in terms of fighting corruption and venality and abuses of power. For all those reasons, he seemed a hero for our age.
That's what attracted me initially. A classic internet hero: a man alone with a laptop, roaming the world, like the Scarlet Pimpernel. Who wouldn't want to do that story?
Are you a transparency radical?
No, I wouldn't call myself a transparency radical. I don't believe in releasing all information. But far too much is kept secret. We wouldn't know about WikiLeaks if it weren't for Bradley Manning and the Afghan, Iraqi war logs. But Julian wasn't the leaker; he was the publisher. But this leak - Bradley Manning - was a rough justice for the amount of material that is unnecessarily being kept secret.
Isn't that the impulse of most governments?
After 9/11 you saw a sea change. Obama has increased surveillance in many ways. But you're right - the executive branch can't help it.
So then where do you draw the line? Where is it too much transparency?
If you come across the recipe for some nerve gas, would you publish that? Knowing people could die as a result? Absolutely not.
Would Assange publish that?
He said that in the movie - an NPR reporter asks him. And sometimes sources need to be protected. You can't leak secrets that lead to people being physically hurt.
What about the State Department cables that were leaked? This particular leak acted as an important corrective. There was too much being kept secret. It was useful to pull back the curtain and see what was happening.
Assange feels the only way to hold people to account is to leak everything. That's his rough justice. And I don't necessarily believe that. With the State Department cables, in the beginning it felt like the sky was going to fall, but that's not the case at all. People were embarrassed. And sometimes rightfully so. But American national security was not damaged.
Now we have an absurd situation where Assange is holed up in the Ecuadorean embassy in London, all because he won't go back to Sweden to face charges of sexual assault. You spoke to the victim. Is he making himself a Joan of Arc figure? It's about somebody who needed everybody to believe in a lie.
Yes. All of Julian's defenders will say the U.S. was coming back to get him and would have shipped him off to Guantanamo (if he went to Sweden). I don't find any proof of that whatsoever. Julian convinced himself he's the victim of a fiction that he invented.
You talk to one of the women who say that Assange failed to use a condom during consensual sex. How is this rape? We don't know what the charge would be. If the allegations were true - they had sex and he purposely tore the condom - if he had HIV...
I don't see how that rises to the level of rape or even sexual assault. What do you call it?
I consider it wrong. Do I consider it a crime? That depends on the law of that country. It would be a crime in Sweden and United Kingdom if it's proven. The purpose of my including this information was not to say he's guilty, it was simply to say that it's too easy. Julian was mocking the women.
The women didn't press charges. They went to the police to get him to take an AIDS test. The prosecutors decided these were potential crimes that should be investigated. It has to do with whether there was intent to deceive and convey disesase or genetic material.
What will be the end of Julian Assange? Or is this already the end?
This will not be the end of Julian Assange. He's still doing work. But it's the end of Julian Assange's role as a truth teller. We can no longer believe in him as a truth teller. But he did something terribly important. The legacy of WikiLeaks is still very important.

WASHINGTON (AP) ? Jordan Zimmermann became the National League's first eight-game winner, and the Washington Nationals followed a calamitous road trip with a winning start to a homestand, beating the Philadelphia Phillies 5-2 on Friday night.
Zimmermann (8-2) allowed two runs and six hits with no walks over seven innings ? actually raising his ERA to 1.71 ? on an unseasonably chilly and windy night in the nation's capital. There was at least a bit of heat from the Nationals' bats, which have been going through such a cold spell that manager Davey Johnson said before the game he wouldn't shave again until his lineup started hitting.
As it turned out, the Nationals scored their most runs in a week, and they got four or more in the same inning for the first time almost a month. Steve Lombardozzi, playing second while Danny Espinosa recovers from a broken wrist, had three hits, including a two-out, two-run double that capped the rally in the four-run fifth.
Phillies starter Kyle Kendrick (4-3) had his shortest outing of the season, allowing five runs and eight hits over five innings. He walked four for the second consecutive start, including three consecutive bases on balls that allowed the Nationals to score a run in the second with a sacrifice fly and no hits.
The Phillies missed a chance to pull even in two ways. A win would have put them at .500 for the first time since April 14, and it also would have tied them with the Nationals, who had lost four of five and have been mired in mediocrity while dealing with the expectations of Johnson's preseason proclamation of "World Series or bust."
The Nationals just completed a 10-game West Coast road trip that included a four-game losing streak, the team's sixth shutout loss of the season, Bryce Harper's head-first collision with a wall and a broken hand for Ryan Mattheus after he punched his locker following a rough outing. Washington entered the game hitting .225, second worst in the majors, and the scraggly-looking Johnson arrived at the ballpark saying: "I decided I wouldn't shave until we started hitting."
Both teams are missing some star power. The Phillies don't have Roy Halladay (shoulder surgery) and Chase Utley (oblique strain), while the Nationals are making do without Jayson Werth (hamstring) and Espinosa, who learned Friday that he's been playing with a slight fracture in his right wrist and will need a few days of rest, if not more.
Domonic Brown's RBI single in the second and Erik Kratz' sacrifice fly in the fifth gave the Phillies a 2-1 lead, but the Nationals put together five hits in the bottom of the inning to go ahead 5-2. Adam LaRoche hit an RBI triple off the center field wall and Kurt Suzuki had an RBI single before Lombardozzi's drove in two more.
Tyler Clippard pitched the eighth for the Nationals, and Rafael Soriano sailed through the ninth for his 14th save.
Notes: Washington's last four-run inning came April 25 against the Cincinnati Reds. ... Headgear on both players when flying when Tyler Moore crashed into Kratz while trying to score on Lombardozzi's single in the fourth inning. Kratz held on to the ball, and Moore was out. ... Philadelphia recalled INF-OF Michael Martinez and RHP Michael Stutes to replace Utley (disabled list) and RHP Phillippe Aumont (optioned to Triple-A Lehigh Valley). ... Phillies RHP Mike Adams (right back strain) felt fine after a second rehab bullpen session Friday and is expected to be reactivated Sunday. ... Washington LHP Ross Detwiler will throw a full bullpen session Saturday and remains on pace to return to the rotation Tuesday after skipping one start because of back spasms.

HOLD FOR RELEASE 12:01 A.M. 05/23/13: Graphic shows the teen birth rate for 15- to -19 year olds for 2011 by state
NEW YORK (AP) ? The nation's record-low teen birth rate stems from robust declines in nearly every state, but most dramatically in several Mountain States and among Hispanics, according to a new government report.
All states but West Virginia and North Dakota showed significant drops over five years. But the Mountain States of Arizona, Colorado, Idaho, Nevada and Utah saw rates fall by 30 percent or more.
In 22 states, teen Hispanic birth rates plunged at least 40 percent, which was described as "just amazing," by the report's lead author, Brady Hamilton of the Centers for Disease Control and Prevention.
What's driving the declines? No one can say for sure. Experts believe the explanation is complicated and probably varies a bit from state to state. The national figure has been falling since 1991, aside from a brief interruption in 2006 and 2007.
The CDC report released Thursday is based on birth certificates for 2007 through 2011. Last year, the CDC announced the overall improvement in teen births: a record low of 31 births per 1,000 teens ages 15 to 19. That compares to 42 births per 1,000 five years earlier.
The new report focuses on state figures in 2011:
? Lowest rates are in New Hampshire, Massachusetts, Connecticut and Vermont, each with rates under 17 per 1,000.
? Highest rates overall continue to be in the South, led by Arkansas and Mississippi, each with rates of about 50 per 1,000. In Arkansas, the majority of teen births are to white moms. In Mississippi, the majority are black.
? White teens continue to have the lowest birth rate nationally ? about 22 births per 1,000. Black teens saw a larger improvement, but their rate was still more than twice the white rate, at 47 per 1,000.
? Overall, the Hispanic rate plummeted from 75 to 49 per 1,000, now virtually a tie with the black rate.
The teen drop in the last five years coincided with an overall decline in births, which experts attribute to a weak economy that dampened enthusiasm for having children.
Hispanic women have been part of that trend, possibly due to the economy and to illegal immigration crackdowns in some states that reduce the number of young Hispanic females entering the country from Mexico and other nations, said John Santelli, a Columbia University professor of population and family health.
That means new immigrants are having less impact on birth statistics, and second- and third-generation families are having more influence.
As time goes on, Hispanics ? like other immigrant groups before them ? tend to adopt American customs and practices.
"There is more attention on education, career, and the future," said Dr. Janet Realini, head of Healthy Futures of Texas, a San Antonio-based organization focused on preventing teen and unplanned pregnancies.
Hispanic rates, though, continue to be much higher than those for blacks and whites in most of the states with the largest Hispanic populations, including California, Texas, New York, New Jersey, Arizona, Colorado, New Mexico and Georgia.
Texas has the highest number of teen births in the nation, with nearly 43,000 in 2011. Nearly two-thirds were to Hispanic moms.
The overall improvement, though, is something to celebrate, said Bill Albert, chief program officer of the National Campaign to Prevent Teen and Unplanned Pregnancy.
"Geography, politics, or policy alone simply cannot explain the widespread declines," Albert said in an email. "Credit goes to teens themselves who are clearly making better decisions about sex, contraception, and their future."

After a tornado ripped through the outskirts of Oklahoma City, killing 24 people and leveling entire neighborhoods in Moore, OK, many people are wondering how they can help Moore residents begin to rebuild their lives. If you'd like to lend a hand in some way, we've compiled a list of the best resources. Obviously, this isn't an exhaustive list. Please feel free to add your own in the comments below!
1. Text to donate to the American Red Cross. True to Red Cross form, you can text "redcross" to 90999 to donate $10 to the Red Cross disaster relief fund (you can also donate online).
2. Don't forget about the furry friends. Many family pets and animals were severely impacted by the tornado as well. If you'd like to help out the four-legged residents of Moore, you can donate to the Central Oklahoma Humane Society's disaster relief fund which will go toward medical equipment, cleaning supplies, and food for both pets and volunteers. The American Quarter Horse Association is also collecting donations for victims of the tornado.
3. Donate blood. The American Red Cross suggests donating at your local hospital or blood bank. Anybody in good health and over the age of 16 can donate. O- blood is most needed.
4. Drop off non-perishable items. If you'd prefer not to donate cash and you're in the area, you can check out a list of non-perishable items that are needed. Currently on the list are baby formula, diapers, gloves, blankets, flashlights, and batteries. Goodwill has set up several distribution sites and so have a few local Oklahoma hospitals. Grady Memorial Hospital is one in particular that will be accepting items through Friday of this week.
5. Remember sometimes the best thing you can do is stay out of the way. Volunteers are being discouraged from traveling to Moore and other affected areas while the search and recovery mission wraps up. WASHINGTON (Reuters) - A federal appeals court ruled on Tuesday that the U.S. government had properly classified top secret more than 50 images of al Qaeda leader Osama bin Laden taken after his death, and that the government did not need to release them.
The unanimous ruling by three judges on the U.S. Court of Appeals for the District of Columbia Circuit rejected a request for the images by a conservative nonprofit watchdog group.
Judicial Watch sued for photographs and video from the May 2011 raid in which U.S. special forces killed bin Laden in Abbottabad, Pakistan, after more than a decade of searching.
The organization's lawsuit relied on the Freedom of Information Act, a 1966 law that guarantees public access to some government documents.
In an unsigned opinion, the appeals court accepted an assertion from President Barack Obama's administration that the images are so potent that releasing them could cause riots that would put Americans abroad at risk.
"It is undisputed that the government is withholding the images not to shield wrongdoing or avoid embarrassment, but rather to prevent the killing of Americans and violence against American interests," the opinion said.
The court ruled that the risk of violence justifies the decision to classify the images top secret, and that the CIA may withhold the images under an exception to the Freedom of Information Act for documents that are classified.
Judicial Watch President Tom Fitton said in a statement that the ruling "would allow terrorists to dictate our laws." Fitton said his lawyers are considering what to do next. The group could ask the U.S. Supreme Court to hear the case.
A spokeswoman for the Justice Department, which represents the Obama administration in court, had no immediate comment.
The images show a dead bin Laden at his compound in Pakistan, the transportation of his body to a U.S. ship and his burial at sea, the government has said.
Some of the photographs were taken so the CIA could conduct facial recognition analysis to confirm the body's identity, according to court papers.
The case is Judicial Watch Inc v. U.S. Department of Defense and CIA, U.S. Court of Appeals for the D.C. Circuit, No. 12-5137.

DETROIT/TOKYO (Reuters) - A team including former General Motors Co
People familiar with the matter said on Wednesday that VL Automotive, a venture between Lutz and industrialist Gilbert Villarreal, and China's Wanxiang Group submitted the bid earlier this month to buy Fisker through a prepackaged bankruptcy deal.
This is one of at least two investor groups looking to gain control of Fisker, which has not built a car since July. Earlier this year, the company hired bankruptcy advisers and fired the bulk of its staff, while continuing to seek a buyer.
VL Automotive, Lutz and Pin Ni, president of Wanxiang's U.S. division, declined to comment. Representatives for Fisker did not immediately comment.
The $20 million bid is a far cry from Fisker's estimated value during the launch of its flagship Karma plug-in hybrid sports car. In December 2011, Fisker told prospective investors that its total capitalization was "approaching" $2 billion, according to an investor document filing obtained by Reuters.
In the spring of 2012, Fisker competed a fundraising round that valued the company at $2.2 billion, according to regulatory filings analyzed by venture capital data provider VC Experts.
VL Automotive is building a car called the Destino, which has the shell of a Fisker Karma with the powertrain of a Chevrolet Corvette. Wanxiang bought Fisker's battery supplier out of bankruptcy, a deal that was approved by a U.S. judge this year.
Since its founding in 2007, Fisker has raised $1.2 billion in private funds. The company won a $529 million U.S. Department of Energy (DOE) loan, but the department halted payments in mid-2011 after Fisker missed certain performance milestones.
Fisker now owes the DOE about $171 million in loans. A separate team of investors is looking to buy out the DOE's position in Fisker at a discount, sources previously said.
The DOE declined to comment.

DES MOINES, Iowa (AP) ? A massive search was underway Tuesday for a 15-year-old girl abducted near an Iowa bus stop, after authorities said a man who is suspected of taking her and another girl was found dead.
Dozens of federal, state and local law enforcement are searching by air, land and water for Kathlynn Shepard. She and a 12-year-old girl were taken near a Dayton bus stop Monday afternoon after accepting a ride from a stranger. The younger girl was able to escape.
The Iowa Division of Criminal Investigation said at a Tuesday news conference that the body of 42-year-old Michael Klunder was found Monday night with a red Toyota Tundra pickup at a rural property northeast of Dayton, about 60 miles north of Des Moines. His cause of death is under investigation.
Klunder is listed on the state's sex offender registry, and he spent several years in prison on kidnapping charges, prison records show. He was released from a work release program in February 2011.
Kathlynn's name and photo are being released in an effort to find the teenager alive, said Jessica Lown with the Iowa Department of Public Safety.
"They're continuing to search for the girl under the assumption that she is still alive because right at this point in time we don't have information indicating otherwise," Lown said. "That's the way these things work for all missing children and missing person cases. We search until we find them."
Klunder was suspected of abducting the girls on Monday. The 12-year-old girl, who has not been identified, told investigators she and Kathlynn had accepted a ride from a stranger who took them to an agricultural facility. She was able to escape and run to a nearby rural residence for help, DCI Director Chari Paulson said during the news conference.
The girl was taken to a Fort Dodge hospital and released. Authorities haven't said what relationship the girls have to one another.
Authorities said the abduction spanned several hours, with Klunder's body being discovered nearly four hours after the girls were taken.
Poor weather and darkness delayed an extensive search Monday night for Kathlynn that covers up to 100 square miles of mostly rural lands, according to Lown.
With the onset of daylight, authorities scoured fields and wooded areas with the help of K-9s and volunteers. Airplanes equipped with heat-activation technology have been deployed.
"The response by volunteers has been outstanding," Paulson said.
The abduction comes less than a year after the high-profile disappearance of two cousins in Evansdale, about 90 miles east of Dayton. Lyric Cook, 10, and 9-year-old Elizabeth Collins disappeared while riding their bikes last July. Hunters found their bodies in a remote, wooded area in December.
Kathlynn is described as being 5-feet-6-inches and 160 pounds. She has blond hair, blue eyes and braces. She was last seen wearing jeans, a gray hooded sweatshirt and a Minnesota Vikings baseball cap.
Klunder's convictions on kidnapping and assault charges include the 1991 abduction and assault of a Rudd woman and the kidnapping of two toddlers from an apartment complex in Charles City, according to the Mason City Globe Gazette. The girls, both 3, were found alive inside a dumpster.
Authorities are asking the public for information about any interactions with Klunder, as well of any sighting of his pickup between 3 p.m. and 8 p.m. Monday.
